Juliana S. O’Reilly is the SVP & Managing Counsel, Regulatory, Banking & Insurance of American Express and sits on the leadership teams of the Company’s General Counsel and its Chief Risk Officer.  She leads a team of professionals who provide direct support to American Express as a bank holding company and to its U.S. based banking and insurance entities, American Express National Bank, American Express Banking Corp., Amex Assurance Company and Amexco and to the boards of directors of those entities. She also counsels on financial services matters globally. Juliana has a primary role in working with the Federal Reserve Board and the Federal Reserve Bank of New York in their roles as holding company supervisor for the Company. From 2009-2013, Juliana was the General Counsel of AEBC and had a primary role in working with the NYDFS. From 2008-2013, Juliana led the Company’s prepaid legal and money transmitter licensing team during the business’ rapid product expansion from travelers cheques into general purpose reloadable prepaid products, including Bluebird® and Serve®.
She has served in leadership roles for various bar associations and non-profit organizations. Juliana served as Vice Chair of the American Bar Association’s Banking Law Committee for 9 years and currently sits on the Executive Committee and is Audit Committee Chair of the Board of Trustees of the Virginia Athletics Foundation. She previously served as a Trustee of the College Foundation of the University of Virginia and its predecessor organization, the University of Virginia Arts & Sciences Council, for 11 years including as Chair of its Audit Committee.
Juliana was an All-American and captain of the UVA Women’s Swimming & Diving Team and qualified for Olympic Trials. She was also inducted into the NPAAA Sports Hall of Fame in 2008.

In 1979, as a freshman, Juli led the North Penn Girls Swimming & Diving team to their First PIAA Girls Swimming & Diving Championship.  Juli swam the leadoff leg of the State Championship 200 Medley Relay; anchored the 2nd place 400 Freestyle Relay and placed 3rd in the 100 Backstroke. She was an NISCA All-American 4 consecutive years (1979-1982) in the 100, 200, and 500 Freestyle, 100 Backstroke, 200 Medley Relay and 400 Freestyle Relay. Juli was 1st Team All State all four years that she swam for NPHS. She qualified for and swam in the 100, 200, 400 and 800 Freestyle at the US Olympic Trials, one of only 28 women to ever do so in the history of US Swimming, as well as the 100 Backstroke. She held the NPHS school records in the 100 and 200 Freestyles for over 30 years.  She was Captain of the Girls Swimming & Diving Team in both her junior and senior years as well as Captain of the Girls Tennis Team her senior year.

Upon graduation from NPHS, Juli attended the University of Virginia (UVA) on a swimming scholarship where she received her Bachelors of Arts in History in 1986.  She was a five time NCAA All-American as well as All-Atlantic Coast Conference and an NCAA qualifier all four years. She captained the Women’s Swimming & Diving Team in both her third and fourth year. During her college years, Juli was also an active volunteer with the NCAA’s Big Brothers and Big Sisters program, President of the UVA History Honor Society, President of the Athletic Captain’s Council, a resident of UVA’s historic Lawn, and was inducted into the Omicron Delta Kappa leadership society.

Except for the occasional open water swim, Juli hung up her competition suit and goggles in 1986 to pursue her legal career.  She graduated from George Washington University Law School in 1989, where she was an editor of the school’s newspaper The Advocate, and became a partner in the Financial Services Practice of Venable LLP in Washington, DC in 1998.  She continued her legal practice at Fannie Mae, leading its Regulatory and Legislative practice group as Vice President.  In 2008, Juli joined the General Counsel’s Office of American Express as its Vice President and Chief Bank Regulatory Counsel.  Today, she serves as a Senior Vice President and Managing Counsel for Regulatory, Banking & Insurance and sits on the leadership teams of the company’s General Counsel and its Chief Risk Officer.

During her nearly 30 years practicing law, Juli has been a Vice Chair of the American Bar Association’s Banking Law Committee and Chair of numerous subcommittees.  She was active in the Women’s Bar Association of DC and its Foundation; serving as a board member and holding leadership positions on various committees as well as a founder of the Women in Housing & Finance Foundation.  She is currently the Vice President of the Virginia Athletics Foundation, a non-profit that fully funds all athletic scholarships at UVA, as well as raises funds for athletic facilities and operations, and she previously served as a board member and Audit Committee Chair of the College Foundation at UVA.  She served as a coach, manager and treasurer of her daughters’ house and travel soccer teams.

Juli credits her deceased parents, John R. Schulte, a former leader of the Nor-Gwyn Pool Commission and champion swimmer, and Regina H. “Jeanne” O’Connor, a former NPHS employee and dedicated fitness buff, as well as her brothers and sisters, for her work ethic, integrity, commitment to community, and love of sports. She also credits Pat Henry, Rick Carroll, and the numerous coaches and assistant coaches at North Penn Aquatic Club, Nor-Gwyn Swim Team, Germantown Academy Aquatic Club and the University of Virginia for the incredible support and inspiration she received during her athletic career – all of which has served her well during her simultaneous parenting and legal careers. Juli also thanks all of the amazing teachers and administrators at each of the schools she attended during her 13 years in the North Penn School District for fostering her love of reading, ambition to solve problems and desire to be the best at whatever she set her mind to.

Juli counts among her greatest achievements a 26 year marriage to Brian T. O’Reilly and her two beautiful and talented daughters, Jacqueline, 23, a 2017 graduate of the UVA, and Meaghan 20, a third year at UVA.
